Welcome to Xoora.

Thank you for choosing Xoora to help you find, book and provide trusted local services.

Xoora is owned and operated by Strong Wind Enterprise (Pty) Ltd ("Strong Wind", "we", "our" or "us").

Our goal is to connect customers with trusted service providers through a platform that is simple to use, secure, transparent and fair to everyone involved.

Whether you are looking for a plumber, electrician, cleaner, tutor, South African Sign Language interpreter, photographer, hairdresser or another skilled professional, Xoora is designed to make the process easier, from finding the right person to completing the job.

These Terms and Conditions explain how Xoora works, the responsibilities of everyone who uses the platform, and the rules that help us maintain a safe and professional marketplace.

Please read these Terms carefully before creating an account or using any Xoora services.

By creating an account, accessing the Xoora website or mobile application, requesting services, accepting bookings or otherwise using Xoora, you agree to be legally bound by these Terms and Conditions.

If you do not agree with these Terms, you should not use Xoora.

2About Xoora

Xoora is a technology platform that enables customers and independent service providers to connect.

Xoora itself does not normally perform the services advertised on the platform. Instead, Xoora provides the technology that allows customers and service providers to communicate, exchange quotations, confirm bookings, make payments through supported payment methods and manage jobs from beginning to end.

Depending on the services offered at the time, Xoora may support categories including, but not limited to:

  • Home maintenance and repairs
  • Cleaning services
  • Gardening and landscaping
  • Painting and decorating
  • Electrical services
  • Plumbing services
  • Appliance repairs
  • Information technology support
  • Tutoring and educational services
  • South African Sign Language interpreting
  • Translation services
  • Photography and videography
  • Hairdressing and beauty services
  • Babysitting and caregiving
  • Event-related services
  • Professional consulting
  • Other approved service categories added from time to time

The availability of services may vary depending on your location.

3Definitions

For the purposes of these Terms:

Account means a registered customer or service provider profile on Xoora.

Appeal means a request for Xoora to review a decision made during the dispute process.

Booking means a service request that has been accepted and confirmed through Xoora.

Customer means any individual or organisation requesting services through Xoora.

Dispute means a complaint relating to a booking that has been formally submitted for review.

Materials means products, supplies or equipment required to complete a service.

Platform means the Xoora website, mobile application and related services.

Quotation means the written price proposal submitted by a service provider before work begins.

Service Provider means an individual or business offering services through Xoora.

Strong Wind Enterprise (Pty) Ltd means the legal owner and operator of Xoora.

User means any person using Xoora, whether as a customer, service provider or visitor.

4Acceptance of these Terms

By using Xoora, you confirm that:

  • you have read these Terms and Conditions;
  • you understand these Terms and Conditions;
  • you agree to comply with these Terms and Conditions;
  • you will provide accurate and truthful information when using the platform;
  • you will use Xoora lawfully and responsibly; and
  • you understand that failure to comply with these Terms may result in restrictions, suspension or permanent removal of your account.

These Terms apply whenever you use the Xoora website, mobile application or any other services provided by Xoora.

5Our Values

Although this section is not intended to replace the legal obligations contained in these Terms, it reflects the principles on which Xoora is built.

We believe that every customer deserves reliable service and every honest service provider deserves an opportunity to succeed.

We expect everyone using Xoora to:

  • treat others with dignity and respect;
  • communicate honestly;
  • honour agreed bookings whenever reasonably possible;
  • resolve disagreements professionally;
  • provide truthful information;
  • respect people's homes, businesses and property;
  • avoid discrimination, harassment or abusive behaviour; and
  • help make Xoora a trusted community for everyone.

These values support the more detailed rules contained throughout these Terms and in Xoora's other policies.

Chapter 2

User Accounts and Eligibility

6Eligibility to Use Xoora

To create an account or use Xoora, you must:

  • be at least 18 years of age, or have the consent of a parent or legal guardian where permitted by law;
  • have the legal capacity to enter into a binding agreement;
  • provide accurate, complete and truthful information when registering an account;
  • comply with these Terms and Conditions and all applicable laws; and
  • use Xoora only for lawful purposes.

Xoora reserves the right to refuse, suspend or terminate any account that does not meet these requirements.

7Creating an Account

To use certain features of Xoora, you must first create an account.

During registration, you may be required to provide information including:

  • your full name;
  • email address;
  • mobile telephone number;
  • residential or business location;
  • password;
  • identity verification information (where applicable); and
  • any additional information reasonably required to provide Xoora's services.

You agree that all information you provide will be accurate and kept up to date.

Providing false or misleading information may result in suspension or permanent closure of your account.

8Customer Accounts

Customers may use Xoora to:

  • search for service providers;
  • request quotations;
  • compare quotations;
  • accept or decline quotations;
  • make payments using supported payment methods;
  • monitor the progress of bookings;
  • communicate through approved Xoora features;
  • submit ratings and reviews;
  • report problems;
  • submit disputes; and
  • lodge appeals where available.

Customers may not create multiple accounts for fraudulent purposes or to avoid restrictions imposed by Xoora.

9Service Provider Accounts

Service providers may register on Xoora to offer approved services.

Depending on the service category, Xoora may request information including:

  • identity documentation;
  • business registration details (where applicable);
  • qualifications or certifications;
  • licences required by law;
  • photographs;
  • proof of address;
  • banking information for payouts; and
  • any additional information reasonably required to verify the service provider.

Providing requested information does not automatically guarantee approval to offer services on Xoora.

Xoora reserves the right to approve, decline or remove service provider accounts where necessary to protect customers, comply with legal requirements or maintain the integrity of the platform.

10Identity Verification

To improve trust and safety, Xoora may verify the identity of customers and service providers.

Verification may include:

  • confirming email addresses;
  • confirming mobile telephone numbers through One-Time Passwords (OTPs);
  • verifying identity documents;
  • confirming banking information;
  • requesting photographs or other supporting documents; and
  • conducting additional verification where reasonably necessary.

Identity verification helps reduce fraud but does not guarantee the future conduct, reliability or performance of any user.

11Foreign Nationals

Xoora welcomes skilled professionals regardless of nationality, provided they are legally entitled to work in the country where they offer services.

Where required, foreign nationals may be asked to provide:

  • a valid passport;
  • a valid visa, permit or other authorisation allowing them to work;
  • proof of identity; and
  • any additional documentation reasonably required by law.

Providing false immigration or employment information may result in immediate suspension or termination of the account.

12Keeping Your Information Up to Date

Users are responsible for ensuring that their account information remains accurate.

This includes updating details such as:

  • telephone numbers;
  • email addresses;
  • residential or business addresses;
  • banking details;
  • licences or certifications where relevant; and
  • any other information that may affect bookings or payments.

Xoora is not responsible for delays or losses resulting from outdated or incorrect account information.

13Account Security

You are responsible for maintaining the confidentiality of your account credentials.

You agree to:

  • choose a strong password;
  • keep your password confidential;
  • not share your login credentials with others;
  • notify Xoora immediately if you suspect unauthorised access to your account; and
  • log out of shared or public devices after using Xoora.

You remain responsible for activities carried out using your account unless you notify Xoora of unauthorised access as soon as reasonably possible.

14Multiple Accounts

Unless expressly authorised by Xoora, a person may not create multiple accounts for the purpose of:

  • misleading other users;
  • avoiding suspensions or restrictions;
  • manipulating ratings or reviews;
  • creating false bookings; or
  • engaging in fraudulent or deceptive activities.

Where legitimate reasons exist, such as operating separate business entities, Xoora may permit additional accounts at its discretion.

15Suspending or Closing an Account

Users may request the closure of their account at any time, subject to the completion of any outstanding bookings, payments, disputes or legal obligations.

Xoora may suspend or terminate an account where a user:

  • breaches these Terms and Conditions;
  • provides false or misleading information;
  • engages in fraud or attempted fraud;
  • threatens the safety or security of others;
  • repeatedly receives serious complaints;
  • misuses the platform; or
  • is required to be removed to comply with applicable laws or legal obligations.

Where appropriate, Xoora will provide reasons for suspension or termination. However, in circumstances involving fraud, security risks or legal requirements, Xoora may take immediate action without prior notice.

Chapter 3

Bookings, Quotations and Payments

In simple terms

This chapter explains how customers request services, how service providers respond, how quotations are accepted, and how payments are handled through Xoora.

16Requesting a Service

Customers may use Xoora to request services from registered service providers.

When submitting a request, customers should provide information that is reasonably accurate, including:

  • the type of service required;
  • the location where the service will be performed;
  • photographs or supporting information where helpful;
  • preferred date and time (if applicable); and
  • any additional information that may assist the service provider in preparing a quotation.

Providing accurate information helps service providers prepare more accurate quotations.

17Quotations

Before work begins, a service provider may submit a quotation through Xoora.

A quotation may include:

  • labour costs;
  • estimated material costs (where applicable);
  • the total estimated price;
  • the quotation validity period;
  • estimated completion time; and
  • any assumptions or conditions relevant to the work.

Customers are encouraged to review the quotation carefully before accepting it.

Unless otherwise stated, quotations are not binding after their stated expiry date.

18Labour and Materials

Where applicable, quotations should distinguish between:

  • labour charges; and
  • material or supply costs.

Customers acknowledge that some services involve conditions that cannot reasonably be identified before work begins.

If, after inspecting the work site, the service provider discovers additional work or materials that were not reasonably foreseeable when preparing the original quotation, the service provider may submit a revised quotation through Xoora.

Except in genuine emergencies where immediate action is reasonably necessary to prevent injury or significant property damage, additional chargeable work should not proceed until the customer has reviewed and accepted the revised quotation.

19Accepting or Declining a Quotation

Customers may:

  • accept the quotation;
  • decline the quotation; or
  • where available, request revisions before making a decision.

Once a quotation has been accepted, both parties are expected to honour the booking in good faith, subject to these Terms and any applicable cancellation rights.

20Booking Confirmation

A booking becomes confirmed once:

  • the customer accepts the quotation; and
  • any required payment or payment authorisation has been successfully completed through the platform.

After confirmation, Xoora will issue a booking reference number for future correspondence and tracking.

21Payments

Where payment services are available, customers agree to make payments using the payment methods supported by Xoora.

Payments may include:

  • the agreed service fee;
  • applicable taxes where required by law;
  • authorised platform fees; and
  • any other charges clearly disclosed before payment.

Payment processing may be provided by approved third-party payment providers. Xoora does not store full payment card information unless expressly stated and permitted by applicable law.

22Holding of Funds

To help protect both customers and service providers, Xoora may temporarily hold customer payments until the agreed stage of the booking has been reached or completed.

This process is intended to:

  • reduce the risk of fraud;
  • encourage completion of agreed work;
  • support fair dispute resolution where necessary; and
  • improve trust between customers and service providers.

The timing of any release of funds will be determined by Xoora's payment procedures in effect at the time of the booking.

23Fast Payout Option

Where offered by Xoora, eligible service providers may choose an accelerated payout option for completed bookings.

If selected, an additional service fee may apply. The applicable fee will be clearly disclosed before the service provider confirms the request.

Participation in any fast payout programme is optional and subject to Xoora's eligibility requirements.

24Booking Progress

Throughout the booking, Xoora may provide status updates, including:

  • Booking confirmed;
  • Service provider accepted;
  • En route;
  • Arrived;
  • Work started;
  • Work completed; and
  • Booking closed.

These updates are intended to improve communication and provide greater visibility to both customers and service providers.

25Arrival Verification

For certain bookings, Xoora may require an arrival verification step before work begins.

This may include the use of a One-Time Password (OTP), PIN or another verification method generated by the platform.

Customers should not share verification codes before the service provider has arrived at the agreed location.

26Customer Responsibilities During a Booking

Customers agree to:

  • provide reasonable access to the work location;
  • ensure the information supplied is accurate to the best of their knowledge;
  • review quotations before accepting them;
  • communicate respectfully with service providers;
  • promptly report any concerns through Xoora; and
  • comply with applicable safety requirements.

27Service Provider Responsibilities During a Booking

Service providers agree to:

  • perform services with reasonable skill, care and professionalism;
  • communicate honestly about the work required;
  • notify customers if additional work becomes necessary;
  • avoid charging for unauthorised work;
  • respect customers' homes, businesses and property;
  • comply with applicable laws, licences and professional standards relevant to their services; and
  • keep customers reasonably informed of significant delays or changes.

28No Circumvention of the Platform

To protect the integrity of the platform, customers and service providers agree not to intentionally bypass Xoora in order to avoid agreed platform fees or other obligations arising from a booking that originated through Xoora.

This restriction does not prevent users from engaging in future business relationships where permitted by applicable law, but Xoora reserves the right to take reasonable action where users deliberately misuse the platform to avoid its agreed terms or fees.

Chapter 4

Cancellations, Reviews, Disputes and Appeals

In simple terms

This chapter explains what happens if a booking is cancelled, how ratings and reviews work, how problems can be reported, and how Xoora's dispute and appeal process helps resolve disagreements fairly.

29Customer and Service Provider Communication

Xoora encourages respectful, honest and professional communication between customers and service providers.

Where communication tools are provided through Xoora, users should use them responsibly and only for purposes related to bookings or services.

Users must not use Xoora's communication features to:

  • harass, threaten or intimidate others;
  • send offensive, discriminatory or abusive messages;
  • send spam or unsolicited advertising;
  • impersonate another person; or
  • engage in fraudulent or unlawful activities.

Xoora may investigate reports of inappropriate communication and may take action where necessary to protect users and maintain the integrity of the platform.

30Cancellations

Sometimes circumstances change and a booking may need to be cancelled.

Customers and service providers should cancel bookings as early as reasonably possible.

Depending on the stage of the booking, cancellation fees or other consequences may apply. Any applicable fees will be communicated through the platform before the cancellation is confirmed.

Repeated cancellations without reasonable cause may affect a user's standing on the platform and may result in restrictions or other appropriate action.

31Failure to Attend a Booking

If either party is unable to attend a confirmed booking, they should notify the other party through Xoora as soon as reasonably possible.

Where a customer or service provider repeatedly fails to attend confirmed bookings without reasonable explanation, Xoora may investigate the matter and take appropriate action, including warnings, temporary restrictions or account suspension.

32Ratings and Reviews

Customers may be invited to rate and review service providers after a completed booking.

Where appropriate, service providers may also provide feedback regarding their experience with customers.

Ratings and reviews should:

  • be honest and based on genuine experiences;
  • relate only to the relevant booking;
  • avoid offensive, defamatory or discriminatory language;
  • not contain false or misleading information; and
  • respect the privacy of others.

Xoora may remove or edit reviews that breach these Terms, applicable law or the Community Standards.

A poor review alone will not normally result in disciplinary action. However, repeated complaints, supported by evidence, may lead to further investigation.

33Reporting a Problem

If a customer or service provider believes that something has gone wrong during a booking, they should report the issue through the appropriate feature within Xoora as soon as reasonably possible.

Examples include:

  • poor workmanship;
  • damage to property;
  • non-completion of agreed work;
  • unauthorised charges;
  • inappropriate conduct;
  • safety concerns; or
  • other issues directly related to the booking.

When submitting a report, users should provide clear and accurate information, together with any supporting evidence that may assist Xoora in reviewing the matter.

34Dispute Resolution

Where a reported problem cannot be resolved directly between the customer and service provider, either party may submit a formal dispute through Xoora.

Each dispute will be considered individually.

During the review process, Xoora may consider:

  • statements provided by both parties;
  • photographs, videos or other supporting evidence;
  • booking records;
  • communication made through Xoora; and
  • any other information reasonably relevant to the matter.

Xoora will aim to review disputes fairly, impartially and within a reasonable time. However, the time required may vary depending on the complexity of the matter.

35Decisions

After reviewing the available information, Xoora may make a decision that includes, where appropriate:

  • confirming that the booking was completed as agreed;
  • recommending corrective action;
  • approving a full or partial refund where appropriate;
  • declining a claim where insufficient evidence is available;
  • issuing warnings;
  • applying account restrictions; or
  • taking any other reasonable action consistent with these Terms.

Each decision will be based on the information reasonably available at the time.

36Appeals

Where Xoora provides an appeal process, a customer or service provider who believes that a decision was incorrect may submit an appeal within the period specified by Xoora.

An appeal should clearly explain:

  • why the original decision is believed to be incorrect;
  • any new information or evidence being submitted; and
  • the outcome being requested.

Appeals are intended to review decisions where there is a reasonable basis to do so. They are not an opportunity to repeat arguments that have already been fully considered unless supported by new or relevant information.

Following the review, Xoora may:

  • uphold the original decision;
  • amend the original decision;
  • request additional information before making a final decision; or
  • take any other reasonable action based on the available evidence.

The outcome of the appeal will normally represent Xoora's final internal decision.

37Cooperation During Investigations

Customers and service providers agree to cooperate reasonably during any investigation conducted by Xoora.

This may include providing:

  • photographs;
  • documents;
  • invoices;
  • quotations;
  • messages;
  • videos;
  • receipts; or
  • any other information reasonably relevant to the investigation.

Knowingly providing false or misleading information during an investigation may result in account suspension, termination or other appropriate action.

38Fraudulent or Malicious Claims

Submitting false, dishonest or malicious complaints, disputes or appeals undermines trust in the platform.

If Xoora determines that a user has intentionally submitted false information, fabricated evidence or acted dishonestly, Xoora may take appropriate action, including:

  • rejecting the complaint or appeal;
  • issuing warnings;
  • restricting access to platform features;
  • suspending or terminating the user's account; and
  • reporting unlawful conduct to the relevant authorities where appropriate.
Chapter 5

Platform Governance and Legal Matters

In simple terms

This chapter explains how Xoora protects the platform, when accounts may be restricted, who owns the Xoora brand and content, the limits of Xoora's responsibility, how these Terms may change, and how to contact us about legal matters.

39Account Restrictions and Suspension

To protect the safety, security and integrity of the platform, Xoora may restrict, suspend or terminate a user's account where it reasonably believes that the user has:

  • breached these Terms and Conditions;
  • engaged in fraud or attempted fraud;
  • provided false or misleading information;
  • repeatedly failed to honour confirmed bookings;
  • abused or harassed another user;
  • attempted to manipulate ratings or reviews;
  • deliberately bypassed Xoora's payment or booking processes;
  • compromised the security of the platform; or
  • used Xoora for unlawful purposes.

Where appropriate, Xoora may issue a warning before taking action. However, where immediate action is necessary to protect users, prevent fraud or comply with legal obligations, Xoora may suspend or terminate an account without prior notice.

40Temporary Restrictions

Instead of suspending an account entirely, Xoora may temporarily limit certain features, including:

  • accepting new bookings;
  • requesting new quotations;
  • receiving payouts;
  • submitting reviews; or
  • accessing specific platform features.

Temporary restrictions may remain in place while an investigation is being completed.

41Intellectual Property

All intellectual property relating to Xoora, including but not limited to:

  • the Xoora name;
  • logos;
  • branding;
  • website design;
  • mobile application;
  • graphics;
  • software;
  • source code;
  • text;
  • images;
  • videos;
  • documentation; and
  • other original content,

is owned by or licensed to Strong Wind Enterprise (Pty) Ltd, unless otherwise stated.

Nothing in these Terms transfers ownership of Xoora's intellectual property to users.

42User Content

Users retain ownership of content they create and upload to Xoora, including photographs, reviews and descriptions.

By uploading content to Xoora, users grant Xoora a non-exclusive, worldwide, royalty-free licence to use, store, reproduce, display and distribute that content solely for purposes related to operating, improving, promoting and administering the platform.

Users confirm that they have the necessary rights to upload any content they submit.

43Suggestions and Feedback

Xoora welcomes ideas, suggestions and feedback from users.

Unless otherwise agreed in writing, any suggestions, ideas, recommendations or feedback voluntarily submitted to Xoora may be used by Xoora without any obligation to provide compensation or ownership rights to the person submitting them.

This does not affect any rights that cannot legally be excluded under applicable law.

44Availability of the Platform

While Xoora aims to provide a reliable service, we do not guarantee that the platform will always be available without interruption.

Temporary interruptions may occur due to:

  • maintenance;
  • software updates;
  • technical failures;
  • internet disruptions;
  • third-party service interruptions; or
  • events beyond Xoora's reasonable control.

Where reasonably possible, planned maintenance will be communicated in advance.

45Limitation of Liability

Xoora provides the technology that enables customers and service providers to connect and manage bookings.

Except where required by law, Xoora is not responsible for:

  • the quality of services performed by independent service providers;
  • delays caused by either party;
  • damage resulting from inaccurate information supplied by users;
  • losses arising from circumstances beyond Xoora's reasonable control; or
  • indirect or consequential losses arising from the use of the platform.

Nothing in these Terms excludes or limits any rights that cannot legally be excluded under applicable law.

46Indemnity

Users agree to indemnify and hold harmless Strong Wind Enterprise (Pty) Ltd, its directors, employees and authorised representatives against claims, losses, damages or expenses arising from:

  • their breach of these Terms;
  • unlawful use of the platform;
  • infringement of another person's rights; or
  • fraudulent or dishonest conduct.

This clause applies only to the extent permitted by applicable law.

47Changes to These Terms

Xoora may update these Terms and Conditions from time to time to:

  • improve our services;
  • introduce new features;
  • reflect changes in the law;
  • improve user protection; or
  • respond to operational requirements.

Where significant changes are made, Xoora will take reasonable steps to notify users through the website, mobile application or other appropriate communication channels.

Continued use of Xoora after updated Terms become effective constitutes acceptance of those updated Terms.

48Governing Law

These Terms and Conditions are governed by the laws of the Republic of South Africa.

Any dispute relating to these Terms shall be subject to the jurisdiction of the competent courts of South Africa, unless applicable law provides otherwise.

49Severability

If any provision of these Terms is found to be invalid, unlawful or unenforceable by a court or other competent authority, that provision shall be interpreted or modified to the minimum extent necessary to make it enforceable.

If modification is not possible, the affected provision shall be treated as severed from these Terms, and the remaining provisions shall continue in full force and effect.

50Entire Agreement

These Terms and Conditions, together with the documents forming part of the Xoora Legal Suite, constitute the entire agreement between Xoora and its users regarding the use of the platform.

They replace any previous understandings or communications relating to the same subject matter.
